ARREST IN TURKMENISTAN. IMMEDIATE HELP NEEDED
Dear friends!
Today we wish you happy holidays and success in your life and work!
But unfortunately we have also to ask for your immediate help!
Farid Tukhbatullin, an ecological activist associated with the Dashogus
Ecological Club in Turkmenistan, a member of International Socio-Ecological
Union has been arrested on 23rd of December in Dashogus by security agents
and transferred to Ashgabat, where he may face torture.
According to information received by the International Helsinki Federation
for Human Rights, the reason for arrest is participation in a meeting
organized by the IHF and Memorial in November where human rights activists
discussed the current human rights situation in Turkmenistan.
We are sure Farid had not broken any laws. This case is nothing but an
effort of Turkmen regime to find someone to accuse of participation in
recent attempt upon the life of the President Niyazov. We ask your
assistance in defense of our fiend and colleague environmentalist Farid
Tukhbatullin whose only fault is that he works for the sake of Turkmen
nature and health of the local people.
"Farid has always dealt with environmental problems, he is a specialist in
ecological issues. We are aware of his activities. Mr. Tukhbatullin didn't
participate in any activities of opposition. We want you, Mr. President to
control the situation and not let your Police Service to break law" - wrote
Sviatoslav Zabelin, co-chair of the International Socio-Ecological Union in
his letter to the President of Turkmenistan.
We ask you to send your protests to Turkmenistan authorities:

Statement
Dear Mr. President!
International Social- ecological Union (SEU) expresses its deep concern in
connection with detention on 23 December 2002 of a member of Dashgouz
ecological club Mr. Farid Tukhbatullin. Mr. Tukhbatullin is a member of SEU
and since 1997 is participating in solving ecological problems within
framework of our organization. We are acquainted with Mr. Tukhabullin's
activities and confirm that it was never connected to the activity on the
opposition. Farid Zulftovich is dealing with the problems of protection of
nature and monitoring of ecological situation, being an ecologist of high
qualification.
We appeal to you with the request to provide our organization with
information on the reasons of Mr. Tukhbatullin's detention.
We also ask you to assume personal control on this situation and prevent
violation of legislation in this case.

TOGETHER WE HAVE SAVED DANUBE RESERVE
Dear friends!
On early January 27 great news came from Kiev, Ukraine!
On National Safety Council meeting its Secretary Eugene Marchuk stated
Presidents` Kuchma position on the Danube Biosphere reserve problem. He said
that Ukraine was balancing on the international scandal edge because of
attempts to construct a canal through the reserve. Letters to support the
reserve came from 64(!) countries, and also protest action in front of
Ukrainian Embassy in Moscow was held.
President Kuchma did not want any more scandals, so he would not sign any
decree affecting the reserve! Ministry of transport should dig its canal
somewhere outside the reserve territory.
We understand that bureaucrats from Ministry of transport who are also the
stockholders of Delta-Lotsman (the construction company) will try to reverse
the situation, but it seems that Kuchma is rather firm on his stand. So we
may hope that one of the most wonderful European wildlife territories is
safe - at least until next presidential elections.
ON BEHALF OF THE RESREVE, SEU AND NATURE PROTECTION COMMUNITY WE WANT TO SAY
GREATEST THANKS TO EVERYONE WHO SENT LETTERS AND FAXES!!!!! YOUR VOICE DID
HELP!!!!!
